How to Add a Web Page to the Safe List

    Go tools, Internet Options...

Click on the security tab (1), Click on "trusted sites" (2), click on the "sites..." button (3), type in "http://www.festivalfairbanks.org" (4), ensure that "Require Server Verification (https:) for all sites in this zone" is disabled (5), then click on "add" (6).

That is all that is needed to add a site to the trusted sites zone.
